About Phase I, II, & III ESAs

Phase I ESA (Non‑intrusive): Historical research, records review, regulatory database checks, site reconnaissance, and interviews to identify Recognized Environmental Conditions (RECs). No sampling.

Phase II ESA (Intrusive): Targeted soil, groundwater, surface water, vapor, and/or building materials sampling and accredited lab analysis to confirm the presence, type, and extent of contaminants.

Phase III ESA (Remedial Planning): Corrective action design and implementation, monitoring, and reporting to achieve closure in alignment with agency standards and future site use.
