Phase I, II, & III Environmental Site Assessments
Actionable Due Diligence to Identify, Confirm, and Resolve Environmental Risk
Environmental Risk Can Stall Projects and Add Cost
Before acquisition, redevelopment, or construction, you need a clear, defensible picture of site risk. AOTC’s Phase I, II, & III ESA services help developers, contractors, and government agencies make confident decisions, avoid delays, and meet regulatory requirements on time and on budget.
About Phase I, II, & III ESAs
Phase I ESA (Non‑intrusive): Historical research, records review, regulatory database checks, site reconnaissance, and interviews to identify Recognized Environmental Conditions (RECs). No sampling.
Phase II ESA (Intrusive): Targeted soil, groundwater, surface water, vapor, and/or building materials sampling and accredited lab analysis to confirm the presence, type, and extent of contaminants.
Phase III ESA (Remedial Planning): Corrective action design and implementation, monitoring, and reporting to achieve closure in alignment with agency standards and future site use.
Our Assessment Program
We follow ASTM/EPA-aligned protocols, integrating multimedia sampling, defensible QA/QC, and clear reporting so stakeholders and regulators can act with confidence. Deliverables include:
- Executive summary with decision-ready findings
- Sampling plans, chains-of-custody, and lab reports
- Risk characterization & exposure pathways
- RRemedial action alternatives (if needed) and next-step roadmap
